C / O must be issued within 03 days after importation
On March 30, 2020, the Ministry of Industry and Trade issued Circular 07/2020 / TT-BCT amending and supplementing a number of articles of Circular 31/2015 / TT-BCT dated September 24, 2015 of the Minister. The Ministry of Industry and Trade provides for the implementation of the Rules of Origin in the Agreement on the Establishment of the ASEAN - Australia - New Zealand Free Trade Area.
Accordingly, the Ministry of Industry and Trade amends regulations on the deadline for issuing C / O in Appendix III, Circular 31/2015 / TT-BCT. Specifically, C / O must be issued as soon as possible, but not later than 03 working days from the date of export; Under the old rule, this period is calculated from the date of exportation.
In addition, the Ministry of Industry and Trade also added regulations guiding how to understand regulations related to the implementation of the Rules of Origin. The content of these guidelines will be agreed or rotated by the member countries at the implementation sessions of the Rules of Origin Sub-Committee (SC-ROO), the Commodity Committee (CTG) and the Joint Committee. (FJC) within the framework of the implementation of the Agreement. The above-mentioned guidance content is also used as a basis for C / O issuers and customs authorities to implement.
