From 2020-2024, the import quota for HCFCs is 2,600 tons / year
On March 16, 2020, the Ministry of Industry and Trade issued Circular 05/2020 / TT-BCT amending and supplementing a number of articles of Joint Circular 47/2011 / TTLT-BCT-BTNMT regulating the import, export and temporary import and re-export of ozone depleting substances in accordance with the Montreal Protocol on ozone depleting substances.

Accordingly, the import quota for HCFCs for each year from January 1, 2020 to December 31, 2028 is managed and imported under the license of the Ministry of Industry and Trade, specifically as follows:

Firstly, from 2020 to 2024, the annual import quota for HCFCs is 2,600 tons.

Second, from 2025 to 2028, the import quota for HCFCs decreases each year to 1,300 tons.

Notably, the Ministry of Industry and Trade added 01 Article on import quota for HFC substances. In which, from 2020 to 2022, import HFC substances to build base quota, no import quantity limit; In 2023, the import quota is equal to the annual import average (2020 + 2021 + 2022) / 3 of HFCs + 65% of the basic consumption of HCFCs ...

This Circular takes effect from May 1, 2020.

This Circular partially invalidates Joint Circular 47/2011 / TTLT-BCT-BTNMT regulating the management of import, export and temporary import - re-export of substances that deplete the ozone layer according to regulations. of the Montreal Protocol on ozone depleting substances.
