On April 8, 2020, the Ministry of Industry and Trade issued Circular 08/2020 / TT-BCT on the rules of origin of goods in the Vietnam - Cuba Trade Agreement.
Accordingly, the Certificate of Origin (C / O) must be issued within 03 days from the date of export and valid for 01 year from the date of issue. This certificate will be invalid if the declared information is incomplete or invalid. On the Certificate, there must be the name, signature and seal of the competent authority. C / O may be issued on the same day or after the commercial invoice issue date but not before the invoice is issued.
For issued C / O that need to change information, it is not allowed to erase or write more but to cross out the wrong place and add necessary information. These changes must be approved by the person authorized to sign the C / O and certified by the agency or organization issuing the C / O. In the case of a new C / O to replace the original C / O, the new C / O will have the reference number and the date of issue of the original C / O but must specify “replaces C / O No… date of issue…” . The new C / O will take effect from the date of issue of the original C / O.
The circular takes effect from May 25, 2020.
