Traders must declare certificates of origin within 07 days

On August 14, 2020, the Ministry of Industry and Trade issued Circular 19/2020/TT-BCT amending and supplementing Circulars providing for the implementation of Rules of Origin in the ASEAN Trade in Goods Agreement.

Accordingly, the exporter that is eligible for the written approval is responsible for keeping the application for the written approval for a period of 05 years from the date of issuance of the written approval. Traders must declare and post proof of origin of goods and documents relating to exported consignments on eCoSys System within 07 working days from the date of issue.

At the same time, the eligible exporter to self-certify the export of goods must meet the following three conditions (old regulations in Circular 28/2015/TT-BCT require 04 conditions): Being a manufacturer and concurrently being producer; Not violating regulations on origin of goods in the last 2 years up to the time of submission of application for self-certification of origin registration; There are staff trained in the origin of goods.

In addition, the case of revocation of the written approval when traders fail to fulfill the liability of qualified exporters.

The Circular takes effect from September 27, 2020.
