Exempt import tax according to quotas for 09 types of fragrant rice exported to the EU
On September 4, 2020, the Government issued Decree 103/2020/ND-CP regulating the certification of fragrant rice exported to the European Union.
Specifically, aromatic rice is the type of rice on the list specified at Point 8, sub-section 1, Section B, Appendix 2-A of the EVFTA Agreement. In which, 09 types of fragrant rice exported to the European Union are entitled to import duty exemption according to quotas: Jasmine 85; ST 5; ST 20; Miss Hoa 9; Stage 20; RVT; OM 4900; OM 5451; Resources Cho Dao. In addition, the two certified fragrant rice categories include:
First of all, fragrant rice is produced from fragrant rice varieties with seed quality in accordance with National Technical Regulations; Clear information on planting area and location (group / village, ward / commune, district / town, province / city).
Next, plots of fragrant rice fields were checked to ensure that the seed purity (% of plants) was not less than 95%.
In addition, the Government also stipulates that fragrant rice field plots are checked once within 20 days before harvest and recorded in a sample inspection record. The agency competent to certify, re-certify and cancel the Certificate of fragrant rice variety is the Department of Crop Production under the Ministry of Agriculture and Rural Development.
This Decree takes effect from the date of its signing.
