Decree No. 12/2006/ND-CP dated November 20, 2013 of the Government, detailing the Commercial Law regarding international goods purchase and sale and goods purchase and sale agency, processing and transit activities with foreign partners;

Circular No. 22/2009/TT-BCT of the Minister of Industry and Trade on transit of goods of Laos through Vietnam.

With respect to the goods specified in Clause 2 Article 4 of the Agreement:

Application for the permit on the transit of goods (made according to the set form prescribed in Annex 1 of Circular No. 22/2009/TT-BCT) 

Written request for the permit on the transit of goods from the Minister of Industry and Trade of the People's Democratic Republic of Laos (original copy)

With respect to the goods specified in Clause 3 Article 4 of the Agreement: 

Application for the permit on the transit of goods (made according to the set form prescribed in Annex 2 of Circular No. 22/2009/TT-BCT) 

Written request for the permit on the transit of goods from the Minister of Industry and Trade of the People's Democratic Republic of Laos (original copy)

Step 1

The applying trader shall submit a dossier of application to the local Division of Export-Import Management.

Step 2

The local Division of Export-Import Management shall examine the completion and validity of the dossier. If the dossier is not complete or valid, the local Division of Export - Import Management shall make the notice on the dossier of the application for permit and return it for supplements and completion via the Division's document unit.

Step 3

If the dossier is complete or valid, the local Division of Export - Import Management shall examine the dossier's contents. If the dossier satisfies all required conditions, the local Division of Export-Import Management shall grant the Permit on Transit within 03 working days. If the dossier does not satisfy all required conditions for granting the Permit, the local Division of Export-Import Management shall reply in witting to the applying trader.

Step 4

The applying trader shall receive the results at the local Division of Export-Import Management or via postal service.
