According to this Circular, requests for analysis for classification of goods will be revised to charge customs authorities where requests for analysis of goods are received with preparing and sending requests for analysis, including the following documents:

- 01 request form for analysis of an imported and exported good that also serves as a sampling report (Form 05/PYCPT/2021 annexed to Circular 17/2021);

- The datasheet used for entering the numbers and dates of written documents and other evidencing documents included in customs dossiers related to good samples;  

- Samples of goods that need to be analyzed;

- Technical documentation of goods; in the absence of technical documentation, customs authorities sending requests must clarify reasons stated in section 12 of the Form No. 05/PYCPT/2021 (This is a new regulation).

Circular No. 17/2021/TT-BTC is entering into force as of April 12, 2021.
