1	The Application for registration of trader dossier includes: - Written registration of the specimen signature of the person authorized to sign the CFS application and the seal of the trader; - Business registration certificate of the trader (certified true copy); - Certificate of tax identification number registration (certified true copy); - List of production establishments (if any) of the trader.
2	The Application for grant of CFS includes: - A fully and properly completed CFS application form (made according to the form in Appendix IV of the Decision). - A certified copy of the written announcement of applied standards for the product or goods enclosed with the way of presentation (on the goods label or packing or document attached to the product or goods). - Other papers depending on particular requirements of the CFS issuer.

Process Steps

Step 1	The trader shall register the trader dossier with the Export - Import Administration Divisions of Hanoi and Ho Chi Minh City under the Ministry of Industry and Trade (hereinafter called the Export - Import Administration)
Step 2	The CFS applicant shall submit a CFS application dossier to the Export - Import Administration
Step 3	The Export - Import Administration shall examine the valididty of the dossier and conduct one of the following actions: Accept the dossier if it is complete and valid;
Step 4	Return the dossier and request supplementation of documents, if the dossier is incomplete and invalid.
Step 5	The competent person of the Export - Import Administration shall sign on the written approval to grant the CFS
Step 6	The competent person of the Export - Import Administration shall stamp on, make record of and return the CFS to the trader.

Reduce the time limit for implementing this procedure from 05 days to 3 working days as stipulated in Decision 1408/QD-BCT dated 27/4/2018
