Guide procedures for C/O form E in case of authorization

The General Department of Customs has issued a document to guide local customs departments procedures for C/O form E in case of authorization.

For problems related to C/O in case of authorization when applying Circular 36/2010 of the Ministry of Finance, local customs department shall comply with instructions in Dispatch 5467 dated September 16, 2013 and Dispatch 8382 dated December 12, 2017 of the General Department of Customs.

For problems of C/O in case of authorization when applying Circular 12/2019 dated July 30, 2019 of the Ministry of Finance, if the Chinese manufacturer authorizes an export agent to submit C/O form E which complies with point 7 Annex 2 of Circular 12/2019 dated July 30, 2019 of the Ministry of Industry and Trade on overleaf notes of C/O form E (the Chinese manufacturer can make the declaration indicated in Box 11 and shall state the name and address of the exporter in Box 7), the customs agency shall check and accept the C/O if there is no other suspicions of origin.

If the Chinese manufacturer authorizes an export agent to submit C/O form E which does not comply with point 7 Annex 2 of Circular 12/2019 dated July 30, 2019 of the Ministry of Industry and Trade, the customs agency shall refuse C/O form E.
