Specifically, the Circular refers to the procedures of issuing and extending the license of goods transit; the transportation of transited goods, including the name of some routes where the goods are allowed for transit, the time limit of goods transit, the distribution, trading, and consumption of transited goods, and so on.

Enclosed to this Circular are seven appendices as follows:

- Appendices 1 and 2: Application for transit of goods (subject to the goods as stipulated at the Agreement on Transit of Goods between the Governments of Vietnam and Laos)

- Appendix 3: Application for extending the license of transit of goods

- Appendix 4: Application for consuming the transited goods

- Appendix 5: License for transit of goods

- Appendices 6a and 6b: Reply to application for extending the license of transit of goods (subject to the specific cases of agreement and disagreement of extension).

The Circular becomes effective after 45 days ever since the date of signing and rescinds Decision No. 0938/2000/QD-BTM dated June 30, 2000 of the Minister of Trade (today’s Minister of Industry and Trade) promulgating Regulations on the Lao People’s Democratic Republic’s Goods of Transit through Territory of Vietnam
