The Customs sector has processed 3,862,612 dossiers out of a total 3,867,726 applications in line with the deadline and is handling 5,114 dossiers in the first quarter of 2022, the GDVC said.

The General Department of Vietnam Customs identifies administrative reform as the key task.

From early in the year, the GDVC has issued and executed plans such as an administrative reform plan, plan on administrative procedure control, plan on implementing the Government Resolution 02/NQ-CP dated January, October, Directive on expediting administrative reform and streamlining customs procedures towards paperless customs 2022.

On the other hand, in order to serve the assessment and scoring of the Public Administration Reform Index (PAR index) in 2021 of the Ministry of Finance, the General Department of Customs has completed the collection and provision of verification documents and sociological survey of Ministry of Home Affairs to accurately the PAR results of the Ministry of Finance, contributing to maintaining the top position of the Ministry of Finance in the PAR index.

The GDVC is conducting the assessment and determination of the PAR index in 2021 for its subsidiaries and affiliated units.

Regarding the control of administrative procedures, the country’s top customs regulator has commented on the draft report summarizing the results of the review, assessment and decentralization plan in handling administrative procedures of the Ministry of Finance, thereby gathering feedback from the Government Office on the draft Report and developing the plan to decentralize competency in handling procedures certifying the completion of tax payment obligations and administrative procedures related to the customs broker’s staff identification number.

The GDVC directs operational units to digitize the results of administrative procedures settlement at the request of the Government Office.

The GDVC said that the drastic implementation of administrative reform at the request of the Government and the Ministry of Finance, such as promoting the application of information technology in customs processes, strongly executing e-payment, automatic customs supervision, improving the quality and quantity of online public services, thereby creating maximum convenience for people and businesses, and raising the qualification and awareness of customs officers, performing administrative reform and maintaining the leading position in the Finance sector.
