Circular No. 55/2014/TT-BCT of the Ministry of Industry and Trade, guiding the implementation of  Decree 38/2014/ND-CP on the management of the chemicals governed by the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction;

Written request for grant of Permit made according to Form 6 enclosed with Circular No. 55/2014/TT-BCT

A copy of either the Enterprise registration certificate or Investment certificate or Business Registration Certificate which covers the chemical business, issued by competent authorities.

Contract or agreement on trading the Schedule 1, Schedule 2 and Schedule 3 chemicals with the organizations that are Members of the Organization for the Prohibition of Chemical Weapons.

 

Process Steps

Step 1

Each importer or exporter of Schedule 1, Schedule 2 and Schedule 3 chemicals (applicant) shall complete 01 (one) dossier of application and submit it to the Ministry of Industry and Trade directly or by post

Step 2

The Ministry of Industry and Trade shall notify the applicant of the sufficiency and validity of the dossier and request the applicant to complete the dossier once within at most 03 (three) working days from the reception of the dossier. The time used for notification and completion of the dossier is not included in the processing time for issuance of the Permit on export or import

Step 3

Within 10 working days from the reception of complete and valid dossier, the Ministry of Industry and Trade shall assess the dossier and request the Prime Minister to consider approving.

Step 4

In case of disapproval, with the authorization of the Prime Minister, the Ministry of Industry and Trade shall reply in writin and clearly state relevant reasons.
