Written request of the competent agency, clearly declaring the name of goods, HS code, quantity, value of each item enclosed with the certification and commitment of the accuracy of such information
 
Process Steps
Step 1 
The competent agency shall submit the written request to the Ministry of Industry and Trade - Export - Import Department (address: 54 Hai Ba Trung, Hoan Kiem, Ha Noi).
Step 2
The Ministry of Industry and Trade shall check the validity and completion of the dossier. If the dossier is complete or valid, within 7 (seven) working days, the Ministry of Industry and Trade shall reply in writing. 
In case of refusal, the Ministry of Industry and Trade shall reply in writing, clearly stating relevant reasons.
