6	Contract of transfer and handling of impurities and waste with an agency with appropriate functionals (in case there is no technology/equipment for handling associating impurities or arising waste)
7	Periodical report on environmental monitoring result of the facility (required addition in case the report has no environmental monitoring result of works and equipment of waste treatment during production, recycling and reuse of scraps).
8	Sample of imported scraps and the results of analysis which has been done by an inspecting organization or an organization having Certification of eligibility for environmental monitoring activities in accordance with the criteria for analysis and implementation.	01 photocopy

Process Steps

Step 1	Submit the dossier: The organizations or individuals wishing to import scraps not included in the List of scraps permitted for import as stipulated by the competent authorities for testing as raw production materials shall submit the written request for import of scraps for analysis to the Ministry of Natural Resources and Environment for consideration and approval.
Step 2	Examine the dossier documents: The Vietnam Environment Administration shall examine the dossier documents and scrap sample. If the dossier is not complete or valid, the Administration shall make a request for the applicant to complete the dossier.
Step 3	Conduct the evaluation and notification of results: Inspect the environmental protection conditions at the facility which plans to test the imported scraps. In case of necessity, inspect the scrap samples to be imported and consult the relevant organizations or individuals. Submit the dossier to the Minister of Natural Resources and Environment for his/her discretion to submit it to the Prime Minister for consideration and decision on the type, quantity, environmental protection protection of the imported scraps for testing and duration of testing.

Remark: Decision 1588 / QD-BTNMT on simplication of administrative procedure stipulates

1. Reduce the composition of each administrative case: No component number required

2. Removing dossiers of application for business registration certificates or enterprise registration certificates; Certificate of tax code registration

3. This administrative procedure can be implemented through the National Single Window
