Processing time
  • The time limit for examination and reply on the adequacy and validity of dossier:  Within 10 (ten) days from the date of reception of dossier; The time limit for submitting a written notification to the competent authority relating to the Basel Convention of the importing and transiting country (if any):  Within 10 (ten) days from the date of reception of the sufficient and valid dossier; The time limit for granting the written approval:  Within 20 (twenty) days from the date of reception of the written approvals of all competent authorities relating to the Basel Convention of the importing and transiting country (if any).

Process Steps
Step 1
Submit the dossier: The applicant shall declare required information on the National Single Window (NSW) Portal and submit the dossier of registration of trans-boundary movement of hazardous wastes on the National Single Window (NSW) Portal
Step 2
Receive the dossier documents: The National Single Window (NSW) Portal shall receive the information declared by  the applicant and send it to the specialized processing system of the Ministry of Natural Resources and Environment.
Step 3
Examine the dossier documents: 
- The specialized processing system of the Ministry of Natural Resources and Environment shall check the adequacy and integrity of declared information, provide feedback of successful reception or errors in the process of reception to the a portal to the National Single Window (NSW) Portal 
- In case of successful reception of declared information to the specialized processing system, the specialized processing system of the Ministry of Natural Resources and Environment shall check the adequacy and integrity of dossier. If the dossier is not sufficient or valid, the Vietnam Environment Administration shall issue a request for revision/addition of declared information to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal
Step 4
Submit the notification of trans-boundary movement of hazardous wastes: If the dossier is complete and valid, the Vietnam Environment Administration shall send a written notification document of Trans-boundary movement filed by the applicant to the Basel Convention competent authority of the importing or transiting country (if any)
Step 5
Issue the notice of Trans-boundary movement of hazardous wastes: After the Basel Convention authority of the importing or transiting country (if any) gives a response, the Vietnam Environment Administration shall issue a written approval (according to the form provided in Appendix 8 (B) enclosed with this Circular). If the application is rejected, the Vietnam Environment Administration shall replying in writting and clearly state relevant reasons. 
The written notice of acceptance or refusal shall be sent to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal
Step 6
The National Single Window (NSW) Portal shall receive the settlement results of administrative procedures for registration of trans-boundary movement of hazardous wastes from the specialized processing system of the Ministry of Natural Resources and Environment, render the results to the applicant and relevant specialized treatment systems.
Step 7
The applicant shall make a movement declaration for each shipment of hazardous wastes and observe the contents specified in the granted written approval.
