The Application for registration of trader dossier includes:
- The Applicant for Permit on automatic import shall register the trader dossier with the competent authority when applying for Permit on automatic import for the first time and shall only be eligible for consideration of granting a Permit on automatic import when he/she has already registered the trader dossier. A trader dossier comprises:
+ Written registration of the specimen signature of the person authorized to sign the application for Permit on automatic import and the seal of the trader (Annex 02);
+ Certificate of business registration / certificate of enterprise registration or certificate of investment:
1 (one) copy (affixed with the trader’s true-copy stamp) ;
- Any changes made to the trader dossier must be informed to the Competent Authority in writting

A dossier of application for issuance of Permit on automatic import comprises:
- A written registration for automatic import: 2 (two) copies (made according to the form prescribed in Annex 03 attached to Circular No. 12/2015/TT-BCT)
Import contract or documents with equivalent validity: 01 (one) copy (affixed with the trader’s true-copy stamp)
- Commercial invoice: 01 (one) copy (affixed with the trader’s true-copy stamp)
- Letter of Credit (L/c) or payment document, or an original of the bank payment confirmation letter (accompanied by a request for bank payment confirmation) (made according to Forms 04 and 05 attached to Circular No. 12/2015/TT-BCT): 01 (one) copy (affixed with the trader’s true-copy stamp)
- Bill of lading and transport documents of the goods lot: 01 (one) copy (affixed with the trader’s true-copy stamp) In case the goods are imported via road checkpoints or from free trade zones, only a previously confirmed report on importation conducted by the importer is needed (made according to Form 06 attached to Circular No. 12/2015/TT-BCT).

Process Steps
Step 1
|
- The trader shall register a trader dossier with the competent authority
- The trader shall submit a dossier of registration documents for issuance of Permit on automatic import by post to the following address:
+ The Export - Import Administration Department, Ministry of Industry and Trade: No. 54 Hai Ba Trung, Hoan Kiem district, Hanoi;
+ The Representative Office of the Export - Import Administration Department in Ho Chi Minh City: No.12 Vo Van Kiet (floor 2), Nguyen Thai Binh ward, District 1, Ho Chi Minh City.
* Date of receiving documents shall be based on date marked on incoming dispatch;
- The Competent Authority shall receive and examine the dossier
- The time limit for issuance of Permit on automatic import is 07 (seven) working days since the reception of eligible documents. In case the Permit can not be issued, the Competent Authority shall issue a written notice with reasons specified.
- If the dossier is incomplete or invalid, the competent authority shall request the applicant by phone, by post or in writing to complete the dossier.
- The Permit on automatic import shall be sent by post to the trader to the address specified in the registration form.

Step 2
|
On-line registration for automatic import :
The trader can choose to register the import under the online issuance of Permit on automatic import before the dossier submission, according to the following steps:
- The trader shall fill in the online trader dossier documents through the software system designated by the Ministry of Industry and Trade and send the trader dossier to the address of first-time registration for Permit on automatic import
– After being granted the account to access the software system the trader shall fill in dossier documents of registration of automatic import through the software system designated by the Ministry of Industry and Trade. The processing status of the application for Permit automatic import will be visible online through the software system
- The Ministry of Industry and Trade shall examine the dossier information via the online interface of the software system and within 01 day send a notice of online examination results to the trader
– After receiving the notice of acceptance from the Ministry of Industry and Trade on the adequacy and validity of online compteting dossier documents, the trader shall submit the dossier of Application to the Competent Authority as specified in Article 8 of Circular No. 12/2015/TT-BCT
- The trader shall be responsible to equip himself/herself the Internet connected computer and peripheral devices as required by the Ministry of Industry and Trade before conducting online registration for Permit on automatic import.
