This Circular guides the following contents:
1. The procedures and requirements:
a) Approve the hiring, leasing aircraft between organizations and individuals in Vietnam with organizations and individuals abroad;
b) Registration of the charter carrier Vietnam Airlines;
c) To grant permits and certificates relating to representation activities, ticket sales of foreign airlines in Vietnam;
d) Issuance of certificates of registration of secondary air waybills;
e) Grant of air transportation;
e) To approve the cooperation agreement relating to the rights of air transport.
2. The minimum obligation for the airline's passengers were confirmed seats on the flight ticket and in the case of transportation interruptions, delays, early departure, the flight was canceled and passengers were from refused transport.
3. Check and supervise the operation of the airline, maintaining the conditions for licensing the air transport business, business licenses or general aviation; the performance of obligations for passengers, baggage and cargo of the airline; activities of other organizations related to air transport.
