For vehicles:

+ A written registration for quality inspection of imported vehicles

+ Copies of import vouchers with certification by importing organizations and individuals, including import goods declarations; Commercial invoice or equivalent documents related to the value of the goods

+ The document introduces the manufacturer's technical features for imported vehicles, which show the main parameters: Parameters of size, volume, number of people allowed to carry, maximum speed , Drive type, tire symbol and basic engine specifications: maximum capacity corresponding to engine speed, engine working volume, fuel type, clutch type

+ A copy certified by the importing organization or individual of one of the following emission-related documents (if any):

Reports on emission tests issued by foreign competent agencies or organizations, which state the test results of the tests prescribed in the current national technical regulations.

A certificate from a foreign competent body certifying that the vehicle type satisfies the regulations on foreign gas emission which are equivalent to or higher than the current national technical regulations (except imported vehicles). Imported or non-commercial goods for non-commercial purposes: Vehicles imported under the regime of moving assets according to law provisions; Imported vehicles being non-refundable aid or gifts to agencies, Personal vehicles imported under separate regulations of the Prime Minister)

+ Declaration of parameters and technical specifications of the vehicle (only applicable if the technical specifications are not enough)

For motors:

+ The registration of quality inspection of imported engines according to the set form

+ Copies of import vouchers certified by importing organizations and individuals include: import goods declarations; Commercial invoice or equivalent documents related to the value of the goods

+ The document introduces the manufacturer's technical features to the imported engine, which shows some key parameters: Maximum torque, maximum capacity corresponding to engine speed, Cylinder diameter, piston stroke, working volume of the engine, type of fuel used, clutch type, transmission ratio of the gearbox

+ Declaration of specifications and technical features of engines according to set forms (applicable only in cases where the technical specifications are not enough for the prescribed contents).

Cases exempted from registration:

+ The type of vehicle or engine which has been inspected by the Vietnam Register and granted the certificate of technical safety and environmental protection shall be exempted from the category of dossier:

+ Documents such as import declaration form; Declaration of parameters, technical features; Documents relating to vehicle exhaust emissions may be filed by the importing organization or individual prior to the inspection

Step 1

The vehicle owner or the legally authorized person shall submit the dossier of request for inspection to the Vietnam Registrator.

Step 2

The Vietnam Register has received and checked records. If the dossiers are incomplete according to regulations, guide the importing organizations or individuals to supplement or re-complete them; If the dossier is complete as prescribed, within one working day, the Vietnam Registry will certify it in the inspection registration form and concurrently reach the importing organization or individual on the time and place of inspection.

- The Vietnam Register shall inspect the imported vehicles or engines at places agreed upon with the importing organizations and / or individuals. The Vietnam Register has issued quality certificates or notices of quality not as follows:

+ For vehicles and engines of high quality and sufficient dossiers as prescribed, the Vietnam Register shall grant import quality certificates.

During the inspection, if the Vietnam Register has received information from the vehicle manufacturer or the foreign means managing agency, it shall officially announce that the vehicle subject to recall shall be repaired or repaired. For errors, the Vietnam Register shall only grant import quality certificates after the importing organizations or individuals have made written commitments enclosed with documents of manufacturers or authorized establishments of manufacturers. Export confirmation that the imported car has completed the repair and error correction and safety

+ For vehicles and engines which are incompatible with current regulations and national technical regulations, the Vietnam Register shall notify the importing organizations and individuals thereof within 30 days after the newspaper. Past the above-said time limit, if the importing organizations and / or individuals fail to take remedial measures, the Vietnam Register shall issue notices on import quality failures.
