If the shipment owner is not the establishment of production of the shipment, the shipment owner shall present a notarized copy or a copy enclosed with its original for comparison of the written document of sale/purchase/authorization related to the shipment included in the registration dossier, specifying that the production establishment and the shipment owner are jointly responsible when the shipment receives warnings from competent agencies

Requirements and conditions in following administrative procedures:
The product produced at the establishment in the List of the establishments participating in the market-based export certification program
|
The product produced at the establishment in the List of the establishments participating in the market-based export certification program
|
For products that are produced by various production establishments:
The establishment in charge of final production stages (packaging, product labeling) must be the one in the List of the establishments participating in the market-based export certification program
The establishment in charge of earlier production stages must meet the regulations on food safety conditions of Vietnam and the respective importing country
The establishment in charge of preliminary treatment and processing stages of the shipment must have the written commitment of joint responsibility for sanction measures of the inspection and certification agency, in case the shipment receives warnings from the competent authority of the importing country or is found to have violations relating to food safety conditions by the inspection and certification agency
The establishment in charge of production of the shipment shall keep records of all production and food safety control documents for the production stages implemented by the establishment, ensuring the traceability of product origin.

Process Steps
Step 1
|
The shipment owner shall make and submit the dossier of registration for inspection to the inspection and certification authority:
- 3 days before export applied to fresh seafood and frozen seafood products.
- 9 days before export applied to other cases
|
Step 2
|
The inspection and certification authority shall examine the validity of the dossier and guide the shipment owner in supplementing lacked or incomplete contents
|
Step 3
|
Assign the inspection staff to conduct inspection and test sampling of the shipment within 02 (two) working days from the day of request
|
Step 4
|
Handle the results of inspection and testing of the shipment
|
Step 5
|
After receiving the explanatory report of the establishment, the inspection and certification authority shall examine the report contents and send a written notice of inspection results to the establishment.

Step 6
|
Submit the form of certificate conforming to the requirements of the importing country for granting of certificate if the inspection results meet all set requirements
After 90 (ninety) days from date of inspection, if the owner fails to submit sufficient information to the inspection and certification authority for granting of certificate, the owner must perform the registration for inspection.

Note:
If the Separate Certificate is lost or damaged: The shipment owner shall submit a written request for re-issuance of the certificate with satisfactory reasons to the competent agency for re-issuance of the Certificate.
