Circular No. 30/2012/TT-BCA details the implementation of several articles of the ordinance on management and use of weapons, explosives and supporting tools and of Decree No. 25/2012/ND-CP dated April 5, 2012 guiding the execution of this ordinance.
Particularly, the Circular refers to granting license for using military weapons, transporting military explosives, bringing weapons and supporting tools inside and outside the territory of Vietnam in special cases; granting certificate for using weapons; preserving weapons, explosives, and supporting tools; equipping military weapons, rudimentary weapons, and supporting tools; and monitoring and using rudimentary weapons and supporting tools.
This Circular applies to the Vietnamese and foreign organizations and individuals, and international organizations that are situated, immigrate, migrate, transit and operate in the territory of Vietnam.
The Circular becomes effective since July 20, 2012 and annuls Circular No. 05/TT-BNV(C13) dated September 28, 1996 of the Ministry of Home Affairs (now Ministry of Public Security) guiding the implementation of some items in Decree No. 47/CP dated August 12, 1996 on the management of weapons, explosives, and supporting tools.
