The Circular applies to Vietnamese organizations and individuals, and foreign organizations and individuals legally working in Vietnam.

According to this Circular, the actions seriously prohibited in this field include those against the State and Party of Vietnam and the national cultural and historical traditions; propaganda of violence and aggressive war; unveiling national and personal secrets; violating regulations on civilized lifestyle, security and safety; breaching copyright and related rights for the used photographic works, and so on.

Issued together with this Circular are forms No. 01 - 09 as follows:

- Form 01: Application for licensing exhibition of photographic works in Vietnam;

- Form 02: License for exhibition of photographic works in Vietnam;

- Form 03: Application for licensing exhibition of photographic works brought overseas from Vietnam;

- Form 04: License for exhibition of photographic works brought overseas from Vietnam;

- Form 05: Application for organizing competitions and festivals of photographic works in Vietnam;

- Form 06: Official response to request for organizing competitions and festivals of photographic works in Vietnam;

- Form 07: Notice of bringing photographs from Vietnam to join in overseas competitions and festivals;

- Form 08: Official response to notice of bringing photographs from Vietnam to join in overseas competitions and festivals; and

- Form 09: Dossier receipt.

This Circular becomes effective from February 10, 2013 and invalidates Decision No. 29/2000/QD-BVHTT dated November 20, 2000; Decision No. 63/2006/QD-BVHTT dated August 2, 2006; and Paragraph 2 Section III Article 2 of Circular No. 07/2011/TT-BVHTTDL dated June 7, 2011.
