The Ordinance No.16/2011/UBTVQH12 was promulgated by the Standing Committee of the National Assembly on June 30, 2011, to regulate the management and use of weapons, explosives and supporting tools.

The Ordinance describes to whom it is applicable (i.e. Vietnamese agencies, organizations and individuals, foreign agencies, organizations and individuals, and international organizations that reside, enter, exit, transit and operate in the territory of the Socialist Republic of Vietnam), with specific definition of controlled weapons, explosives and supporting tools. It decribes, amongst others, the underlying principles in management and use of weapons, explosives and supporting tools; prohibited acts; and detailed regulations regarding bringing of controlled items into or out of Vietnam in special cases. It also provides for the Permit to Use, import and transport of weapons (Chapter II); production, trading and transport of explosives (Chapter III); and production, import, export and trading of supporting tools (Chapter IV).  

The Ordinance No.16/2011 UBTVQH12 becomes effective since January 1, 2012.
