Requirements:

Types of imported salt within tariff quotas:
Types of imported salt bearing HS Codes of: 2501.00.90.90; 2501.00.41.20; 2501.00.49.20 in the Import and Export Tariffs, promulgated by the Ministry of Finance, must meet quality criteria in terms of relevant standards or technical regulations on imported salt quality prescribed in Appendix I of Circular No. 34/2014/TT-BNNPTNT.

Types of imported salt without tariff quotas:
Types of Imported salt under heading 2501 in the Import and Export Tariffs, promulgated by the Ministry of Finance. National standard TCVN 3974-2007 on food grade salt; National Technical Regulation QCVN 8-2:2011/BYT on on the limits of heavy metal contamination in foods or on technical requirements of respective types of imported salt prescribed in Appendix I of Circular No. 34/2014/TT-BNNPTNT.

Process Steps
Step 1
|
The applying importer shall make a dossier of registration for quality inspection of the imported salt and submit it to the Department of Processing and Trade for Agro-Forestry-Fisheries Products and Salt Production
|
Step 2
|
The Department shall receive and check the completeness of the importer’s dossier.
Within 1 (one) working day after receiving the dossier, the Department shall issue a reply on the validity of the dossier and give certification in the “Written registration for quality inspection of imported salt”.
If the dossier is not complete or lacking required papers, the Department shall guide the importer to complete the dossier within 10 (ten) working days.

Step 3
|
When the batch of imported salt arrives at a border gate, the importer shall present the Registration for quality inspection of imported salt certified by the inspecting agency to the customs office of the border gate of importation to carry out customs procedures and take samples of the imported salt and store the samples in warehouses Within 3 (three) working days, the importer shall hand over the samples to the designated laboratory.

Step 4
|
If the dossier is complete, the Department shall, within 2 (two) working days after receiving the dossier, conduct inspection and issue a “Notice of the result of quality inspection of imported salt”.

Inform the importer of the inspection result

a/ Temporary import for re-export, border-gate transfer or transit;
b/ Import for export production or goods processing for foreign traders;
c/ Personal luggage, sample goods or goods for exhibitions or fairs, refined salts used as reagents in chemical analysis, salt in donations, and cosmetic salt
