  • Decree 82/2006/ND-CP of the Government on management of export, import, re-export, introduction from the sea, transit, breeding, rearing and artificial propagation of endangered species of precious and rare wild fauna and flora
  • Decree 98/2011/ND-CP dated October 26, 2011 of the Government amending, supplementing some articles of Decrees on agriculture
  • Circular 04/2015/TT-BNNPTNT guiding the implementation of Decree 187/2013/ND-CP of the Government, detailing the Commercial Law's provisions on international goods trading and goods trading, processing and transit agency with foreign countries in the domains of agriculture, forestry and fisheries

Where the specimens introduced from the sea are living wild animals or plants, the following papers are required:

Written certification of full satisfaction of rearing, keeping and tending conditions by provincial/municipal aquatic resource-protecting agencies

Written certification by CITES Management Authority of Vietnam that the introduction of such specimens shall not adversely affect the environment and the conservation of domestic fauna and flora species, for cases where such fauna and/or flora species are introduced for the first time into Vietnam.

Process Steps
Step 1
Submit the dossier of application to the CITES Management Department – at the Head Office of the Vietnam Administration of Forestry or the Southern Division of the CITES Management Department in Ho Chi Minh City
Step 2
Receive and examine the dossier within 10 working days.
  • If the dossier is to be pending to examination of relevant agencies, within 05 working days, the CITES Management Department shall inform the applicant of this requirement
Step 3
Notify the result:
  • Grant the Permit/Certificate
  • State relevant reasons for refusal
