Based on the results of the 41st Sub-Committee on ATIGA Rules of Origin (SC-AROO 41) and 41st Coordinating Committee on the Implementation of the ATIGA (CCA 41), the GDVC has instructed local customs departments in the application of C/O form D.

Regarding HS codes on C/O, member states accept C/O (paper C/O, e-C/O and self-issued certificate of origin) with HS code 2017 until March 31. From April 1, member states will declare HS code 2022 on C/O.

Regarding C/O issued retroactively but failing to meet the regulations (failing to tick in “Issued Retroactively” in box 13 on the C/O), the GDVC said that for e-C/O, the local customs departments must check the validity of the C/O and check it with the customs declaration and the dossier of the import consignment. If the goods' origin does not show suspicious signs, the C/O will be accepted as prescribed.

For paper C/O, the local Customs Departments will not refuse the C/O and report to the GDVC for verification.

The GDVC also requires local customs departments to review the paper C/Os monthly issued by ASEAN member states and report the number of self-issued certificates of origin from ASEAN member states each month, which the Customs accepted.
