The Ministry of Finance has issued Decision No. 776/QD-BTC on issuing the Digital Transformation Plan of the Ministry of Finance in 2023. Accordingly, the Ministry of Finance has set some basic goals for digital transformation in 2023 and solutions thereof.
Specifically, the Ministry of Finance has set a goal to strive for 100% of transactions on the Public Service Portal and the Electronic One-Stop Information System of the Ministry, except for services that require physical presence. The Public Service Portal and the Electronic One-Stop Information System are connected with the National Public Service Portal; 100% wholly online public services involving many people and businesses are integrated into the National Public Service Portal.
By 2023, the Ministry of Finance strives for at least 80% of administrative procedures to be completely processed online; operating information systems of the Ministry of Finance related to people and businesses have been connected through an integration and data sharing platform; information of people and businesses has been digitized and stored in national databases.
The Ministry of Finance also set a target of at least 90% of people and businesses satisfied with the administrative processing of the Ministry; 100% of the one-stop units apply information technology to handle administrative procedures, completing the assigned tasks of developing the application of population data, identification and electronic authentication for national digital transformation in the 2022-2025 period with a vision to 2030.
Along with this plan, the Ministry of Finance has also issued Decision No. 777/QD-BTC on the issuance of the Action Plan of the Ministry of Finance’s Steering Committee for Digital Transformation in 2023. According to the plan, in 2023, the Ministry of Finance’s Steering Committee for Digital Transformation will focus on directing and coordinating units under the Ministry to promote digital transformation, develop the digital Government and digital society, and prioritize resources to achieve important targets of the Government in general and the Ministry of Finance in particular
The Steering Committee for Digital Transformation will direct the development of big data on finance, a national financial database, an electronic invoice platform, and an electronic tax platform; review, amend and supplement mechanisms, policies and legal documents to combat transfer pricing and taxing, ensuring sufficient tax revenue for digital platforms, digital services, and online services overseas, cross-border trade activities.
In addition, the Steering Committee will assume the prime responsibility for summing up, guiding and allocating funds for ministries and agencies to implement digital transformation tasks, develop a digital economy and digital society in 2023, and support local authorities to implement a comprehensive digital transformation model at provincial, district and commune levels following the State Budget Law.
