Process Steps

Step 1	The owner of the articles shall submit a dossier of registration to the nearest plant quarantine agency
Step 2	The plant quarantine agency shall receive and examine the validity of the dossier If the dossier is not valid, the plant quarantine agency shall request the owner of the articles for completion of the dossier
Step 3	The plant quarantine agency shall designate the inspection location and conduct physical inspection of the shipment of articles
Step 4	Grant the Certificate of plant quarantine or Certificate of plant quarantine for re-export of articles The plant quarantine agency shall reply in witting and clearly state reasons for refusal of the Certificate of plant quarantine to the owner of the articles
