  • Law on Food Safety No. 55/2010/QH12
  • Decree 38/2012/ND-CP detailing the implementation of a number of articles of the Law on Food Safety
  • Joint Circular 13/2014/TTLT-BYT-BNNPTNT-BCT guiding the allocation of tasks and cooperation among regulatory agencies in food safety management
  • Circular 231/2016/TT-BTC of the Ministry of Finance providing for the collection, payment, management and use of fees and charges in plant protection
Processing time
  • Within 10 days for notice of testing results
  • Within 01 day for certification granting after the testing results are available
Fee
Fee for dossier examination: 15,000 VND/shipment
Fee for sampling, storing and transporting samples:  105,000 VND/shipment, of which:
  • Mandatory samples: (05 samples) 20,000 VND
  • Additional samples according to the shipment weight (5 – 15 samples): 5,000 VND/sample
  • Sample transport (< 3 kg): 80,000 VND/shipment
Fee for organoleptic and physical inspection: 25,000 VND/shipment, of which:
  • Determination of color, smell, and taste: 15,000 VND/shipment;
  • Consistency of products 5,000 VND/shipment;
  • Assessment of the packaging, labeling, transport, and preservation conditions: 5,000 VND/shipment;
Quick test for pesticide residues (using a test kit): 130,000 VND/sample
Assessment of the fulfillment of the criteria for food hygiene and safety of imported and exported agricultural products (vegetables, fruits, etc.): 1% of the shipment value (from at least 3,000 to 10,000 VND per shipment)

Articles included in the List of genetically modified plants granted with Certification as regulated by Circular No. 02/2014/TT-BNNPTNT dated January 24, 2014 of the Ministry of Agriculture and Rural Development

Certificate of Free Sale (CFS) granted by a competent agency of the exporting country as prescribed in Circular No. 63/2010/TT-BNNPTNT dated November 1, 2010 of the Ministry of Agriculture and Rural Development

Process Steps
Step 1
Register for food safety inspection with the border gate inspection authority
Step 2
The authority shall receive and examine the dossier
Step 3
Conduct physical inspection (not applied to articles temporarily imported for re-export)
Step 4
Take testing samples (not applied to articles temporarily imported for re-export)
Step 5
Grant the Certificate of Food Safety Inspection
Or issue a Notice of Unsatisfactory Conditions if the shipment fails to meet the prescribed requirements
