Ngày 17/2/2023, Cơ quan thẩm quyền quản lý CITES ban hành Thông báo số 25/TB-CTVN công bố Danh mục các loài động vật, thực vật hoang dã thuộc Phụ lục Công ước về buôn bán quốc tế các loài động vật, thực vật hoang dã nguy cấp. Thông báo có hiệu lực chỉ sau 5 ngày ban hành, do đó dẫn đến một số khó khăn, vướng mắc. Tổng cục Hải quan đã có ý kiến trao đổi với Bộ Nông nghiệp và phát triển nông thôn.
