Circular No. 22/2013/TT-BQP provides for the management of activities concerning the industrial explosives in the military sector.

Specifically, the Circular deals with regulations on research, production, trading, preservation, transportation, and use of and technical safety training for industrial explosives; investment and financial management; license procedures; responsibilities of organs; reporting and inspecting regulations for industrial explosives and explosive pre-substances in the military sector.

The Circular applies to the Defense Ministry-governed organs, enterprises, and individuals relating to the activities of industrial explosives.

Attached to this Circular are the following forms of documents concerning activities of industrial explosives:

• Form 01: Performance report of production and consumption of industrial explosives
• Form 02: Performance report of trading industrial explosives and explosive pre-substances
• Form 03: Performance report of import and export of industrial explosives and explosive pre-substances
• Form 04: Official note to request license for transportation of industrial explosives
• Form 05: Order on the transport of industrial explosives and explosive pre-substances
• Form 06: Performance report of transporting industrial explosives and explosive pre-substances
• Form 07: Application to license the use of industrial explosives
• Form 08: Confirmation note of satisfying requirements for safety and security
• Form 09: Performance report of using industrial explosives
• Form 10. Explosive schemes
• Form 11. License for using industrial explosives
• Form 12. Official note to request the granting of certificate for technical safety training of industrial explosives
• Form 13. Certificate for technical safety training of industrial explosives.

This Circular comes into effect after 45 days from the date of signing and rescinds the Defense Ministry’s preceding regulations on the management of industrial explosives and explosive pre-substances.
