To promulgate together with this Decree the lists of narcotics and pre-substances as follows:

List I: Narcotics, which are absolutely banned from use in medicine and social living; the use thereof for analysis, test, scientific research and criminal investigation shall comply with special stipulations of competent agencies;

List II: Narcotics, which may be restrictedly used for analysis, test, scientific research or criminal investigation, or in medical field according to regulations of competent agencies;

List III: Centripetalneurotropic substances, which are permitted for use for analysis, test, scientific research or criminal investigation or in medical field according to regulations of competent agencies;

List IV: Pre-substances.
