This Circular guides the implementation of the business conditions for trading of precursor chemicals used in explosives; specifies specific papers and documents required for trading of precursor chemicals used in explosives; forms, permit forms, regulations on reporting system, inspection of trading organizations of precursor chemicals used in explosives.

Organizations trading in high nitrate ammonium (98.5% or more) must have a certificate of security conditions according to the provisions of Circular No. 33/2010/TT-BCA dated October 05, 2010.

The location of warehouse, port or receiving or disposing place of precursor chemicals used in explosives must meet the fire prevention and fighting conditions prescribed in Circular No. 11/2014/TT-BCA dated March 12,2014.

Tools, equipment for containing precursor chemicals used in explosives must not be leakable, permeable to water and must be cleaned and dried before containing explosive pre-substances.

This Circular takes effect on February 24, 2015.
