The meeting was successful and achieved important results: The Parties agreed to extend the Memorandum of Understanding to implement "Early Harvest" of the GMS CBTA Agreement until December 2026; The six GMS countries completed the signing of the Memorandum of Understanding adding routes and border gate pairs to Protocol 1 of the GMS CBTA Agreement; Approving the Plan to implement the GMS CBTA Agreement for the period 2024-2028. The meeting's joint statement was also approved.

With the extension of the Memorandum of Understanding to implement the "Early Harvest" of the GMS-CBTA Agreement, the Parties will continue transport licenses and temporary import books for transport businesses according to Protocol No. 3 of the Agreement. GMS-CBTA regulations and mutual recognition and acceptance of these licenses between the Parties; Implement the regimes of the GMS-CBTA Agreement on temporary import of motor vehicles, allowing temporary import of motor vehicles without having to pay fees, import taxes, or customs guarantees. Transport activities under this Memorandum of Understanding can be carried out from April 1, 2024, including on routes and border gate pairs specified in the Memorandum of Understanding to supplement routes and border gate pairs in the Protocol 1 of the GMS CBTA Agreement has just been signed by the Parties.

The implementation plan for the GMS CBTA Agreement for the period 2024-2028 identifies specific goals for each year, provides specific activities and implementation time to implement the GMS - CBTA Agreement for the period 2024-2028, which includes a number of important contents such as implementing and evaluating the implementation of the Memorandum of Understanding to implement the Early Harvest of the GMS-CBTA Agreement, determining the time and main contents of the meetings of the GMS-CBTA Agreement. National Facilitation Committee, Joint Committee, Traffic Subcommittee meetings, Customs Sub-Committee... Among the above activities, Viet Nam Customs will directly participate and be the presiding agency of Viet Nam at the Customs Sub-Committee meetings, in the activities left, Viet Nam Customs participates in a coordinating role.

In addition to the agreed contents, the countries also proposed a number of solutions and initiatives to effectively implement the Memorandum of Understanding and Plan. The Parties hope that the efforts of the countries in implementing the GMS-CBTA Agreement in the coming time will continue to contribute to facilitating the transport of people and goods across borders in the region.
