Legal Basis of the Procedure                   
  • Customs Law No. 54/2014/QH13 dated June 23, 2014.
  • Decree 08/2015/ND-CP of the Government dated January 21, 2015 providing specific provisions and guidance on enforcement of the Customs Law regarding customs procedures, examination, supervision and control procedures;
  • Decision 34/2016/QD-TTg dated August 23, 2016 of the Prime Minister on regulations on e-procedures for boats, ships’ entry, exit from seaports, inland ports; offshore oil ports via National single-window system;
  • Decree 21/2012/ND-CP dated March 21, 2012 of the Prime Minister on management of seaports and navigable channels;
  • Decree 50/2008/ND-CP dated April 21, 2008 of the Government on management and protection of security and order at seaport border gates;
  • Decree 103/2010/ND-CP dated October 1, 2010 of the Government, detailing the implementation of a number of articles of the Law on prevention and control of infectious diseases regarding border heath quarantine;
  • Decree 24/2015/ND-CP dated February 27, 2015 of the Government on detailed regulations and measures to implement a number of articles of the Law on Inland Waterway Transport and the Law amending and supplementing a number of articles of the Law on Inland Waterway Navigation..
Processing time
For boats, ships that leave from a seaport or inland port where the procedures for entry have been fulfilled for another port or inland port in Vietnam.
  • Two hours at the latest since receipt of notice of arrival of ships at pilot boarding area
  • One hour at the latest since the declarant completes declaration and dispatch of e-applications as prescribed, based on feedback from relevant agencies, port authorities shall check information about ships and crew to issue written confirmation of completion of procedures to the declarant through NSW portal.
  • For Vietnamese and Cambodian inland watercraft: 30 minutes at the latest since the declarant completes declaration and transfer of documents to the system and presents documents as prescribed.

Process Steps
Step 1
The declarant shall create the electronic information about the customs dossier and send to the NSW System (for documents to be declared and presented in electronic form) and present the declarations (for documents to be presented in paper-based form).
Step 2
The port authorities shall receive the documents and examine the information to settle procedures.
