Circular 86/2014/TT-BGTVT provides for the conditions that the four-wheel drive passenger cars and the traffic participants in traffic-restricted areas ought to satisfy in reality.
Specifically, the Circular regulates the quality inspection in production, assembly and import of, and conditions for participation in traffic for four-wheel drive passenger cars structured to carry a maximum number of 15 people.
The Circular applies to agencies, organizations and individuals involved in management, production, assembly, importation, testing, quality inspection, quality certification, operation, and use of cars.
According to the Circular, using the used components or spare parts to produce or assemble the cars is prohibited. With respect to imported cars, registration for inspection is required for obtaining the certificate of import quality.
For cars participating in traffic-restricted areas, drivers must obtain driving license from B2 and over, certificate of car registration, unexpired certificate of circulation and certificate of civil liability insurance.
This Circular takes effect from March 15, 2015.
