Process Steps
Step 1
|
Basing on the estimation of the demand for use of samples of narcotics already ratified by the director of the General Department of Crime Prevention and Combat, the Criminal Science Institute compiles dossiers of application for permits for import of samples of narcotics Send to the Office of Permanent Bureau of Crime Prevention and Drug Evaluation

Step 2
|
Within 15 working days from the date of receipt of the dossier, the Office of the Permanent Bureau of Crime and Drug Prevention shall have to evaluate the dossier. If all the dossiers and conditions are met requirement, and partners are legally entrusted for import, the import permits shall be granted according to Forms 1a and 1b in the Appendix to the Circular 57/2012/TT-BCA. In case the dossiers are not met requirement, the Office of the Anti-crime and Drugs Office shall notify in writing to the Criminal Science Institute to supplement the dossiers.
Permission for import of samples of narcotics for defense and security purposes must be made in 5 sets (each in 1 Vietnamese and 1 foreign language required): 1 set to be sent to the Institute of Image Science. One set to be sent to the Drug Enforcement Police Department, 1 set to the border-gate customs office where the import procedures are carried out, one set shall be kept at the Office of the Anti-crime and Drugs Office, 1 set sent to the exporter.

Step 3
|
After being granted the import permit, the Criminal Science Institute shall carry out the import procedures: Sign the contract with the importing partner approved for import (if the Ministry of Public Security, the Ministry of Defense or the Ministry of Finance approve for importing to use); To coordinate with the aid-partner representatives in filling in the import procedures (if any).
