Circular No. 35/2011/TT-BGTVT provides for procedures for granting certificate of technical safety quality involving in the supervision, inspection, import, design, manufacture, conversion, testing and use of loading and unloading equipment, boilers, and pressure equipment used in transport nationwide.
The Circular applies to agencies, organizations and individuals joining in the management, inspection, import, design, manufacture, conversion, testing, and use of the above-mentioned equipment.
Particularly, the Circular guides in detail the procedures of certifying design approval and of testing and certifying equipment, including imported equipment, manufactured and conversed equipment, and equipment in use.
Attached to this Circular are 10 appendices pertaining to the procedures of granting related certificates as they are listed below:
- Basis for inspection;
- Certificate of design approval;
- Declaration form for technical safety quality inspection of imported equipment:
- Imported equipment list;
- Declaration form for technical particulars of imported equipment.
- Notice of failure to meet requirement of technical safety quality of imported equipment;
- Certificate of technical safety quality for imported equipment;
- Declaration form for main parts for equipment manufacturing;
- Certificate of technical safety quality for manufactured, conversed equipment;
- Certificate of technical safety quality for equipment in use;
- Request form for design approval; and
- Request form for inspection.
This Circular comes into force after 45 days ever since the date it is signed.
