This Circular provides for the design verification, testing and certification of quality, technical safety and environmental protection for railway vehicles import, manufacture, assembly, conversion, recovery and extraction process on the rail network following:

a) National Railways;

b) Urban Railway;

c) Specialized Rail has rail connections to the national rail;

d) Specialized Rail is not connected to the national rail track passing through residential areas, roads intersect.
