Circular No. 48/2013/TT-BNNPTNT provides for the inspection and safety certification of sea products for export.

Specifically, the Circular regulates dossiers, procedures and authorization to inspect, grant, and withdraw the Certificate of Food Safety for the establishment of export sea products business and production bases; and dossiers, procedures, and authorization to inspect and grant the Certificate of Title as requested by the foreign importer.

The Circular applies to the establishments that produce and trade in sea products for export, and the sea products exported to the markets that the importer’s authorized agency asks the batch of sea products to be inspected and granted with the Certificate of Title by the National Agro-forestry-fishery Quality Assurance Department.

Pursuant to this Circular, the inspection, verification, and certification of food safety and granting of title certificate comply with regulations at Articles 41 and 42 of the Law on Food Safety, as well as other technical regulations of Vietnam and sea product importing country.

Notably, the granting of title certificate can be conducted for the exported products from preferential and non-preferential production bases.

Issued along with this Circular are 17 appendices on food safety and sanitation, markets for export sea products, and necessary forms guiding the export of these products.

The Circular comes into effect from December 26, 2013 and supersedes Circular No. 55/2011/TT-BNNPTNT dated August 3, 2011; annuls Clause 3 Article 3 of Circular No. 01/2013/TT-BNNPTNT dated January 4, 2013 and replaces a number of forms enclosed to Circular No. 53/2011/TT-BNNPTNT dated August 2, 2011.
