In the framework of cooperation with the Office of Export Control and Border Security (EXBS), on January 15, 2026, Viet Nam Customs, in coordination with the EXBS Office and the US Embassy in Ha Noi, organized a Dialogue on Strategic Trade Control Risk Management at the headquarters of Viet Nam Customs. Attending the Dialogue, there were representatives from relevant Sub-Departments of Viet Nam Customs, while the US side included export control and risk analysis experts from the EXBS Office and the U.S. Department of Energy.
The Dialogue was held in the context of Viet Nam's gradual implementation of Decree No. 259/2025/ND-CP on Strategic Trade Control, with the goal of perfecting the legal framework, improving enforcement effectiveness, and ensuring a balance between security requirements and trade facilitation.
During the Dialogue, the US experts shared international experiences and best practices to support Viet Nam in implementing strategic trade control that are appropriate to its practical conditions and international commitments. Discussed topics included risk management and targeting in the control of strategic trade goods, as well as analytical and assessment tools for effective risk management in the customs clearance process.
In the backdrop of increasing trade, effective channeling to facilitate low-risk shipments and enhance control over high-risk shipments is a key principle for ensuring security without hindering trade. The US emphasizes the integration of multiple approaches, such as trade model analysis, anomaly identification, analysis of dual-use goods characteristics, and the application of expertise to identify high-risk shipments. At the same time, the US experts noted that the role of strategic trade control is linked to economic growth and attracting investment. A transparent, risk-based strategic control system will help protect businesses, limit illegal exports, and create a safe trade environment, thereby enhancing the ability to attract foreign investment, especially in high-tech industries such as electronics, semiconductors, chemicals, aerospace, and biopharmaceuticals.
A risk management and control approach based on data analysis, while balancing security and trade facilitation, is the method being applied by Customs Authorities around the world.
The United States affirmed its readiness to continue to cooperate closely with Viet Nam, building a roadmap for technical assistance and capacity building in the coming period, contributing to helping Viet Nam implement Decree No. 259/2025/ND-CP effectively, in accordance with international practices and serving the goal of sustainable economic development.
