This Circular is to promulgate the list of round timber, sawn timber banned from export and the list of firewood or charcoal exported under permit.

Under the provisions of this Circular, the round timber and sawn timber that are banned from export belong to HS codes as follows:

- Wood in the rough, whether or not stripped of bark or sapwood, or roughly squared (44.03);

- Railway or tramway sleepers (cross-ties) of wood (44.06);

- Wood sawn or chipped lengthwise, sliced or peeled, whether or not planed, sanded or end-jointed (44.07);

- Sheets for veneering (including those obtained by slicing laminated wood), for plywood or for similar laminated wood and other wood, sawn lengthwise, sliced or peeled, whether or not planed, sanded, spliced or end-jointed. (44.08)

The goods exported under permit which are firewood or charcoal originating from wood of domestic natural forests include:

- Fuel wood,in logs,in billets,in twigs,in faggots or in similar forms (44.01)

- Wood charcoal (including shell or nut charcoal), whether or not agglomerated (44.02)

This Circular becomes effectives since August 19, 2016.
