This Circular provides for customs procedures applied to petroleum and feedstock from foreign countries to enter bonded warehouses, petroleum and feedstock inside the country to enter bonded warehouses; customs procedures for petroleum type conversion and gasoline blending in the bonded warehouses.

In addition, this Circular also provides guidelines on customs procedures for petroleum in other cases; petroleum temporary import for reexport; transfer of ownership in bonded warehouses; and petroleum liquidation.

This Circular becomes effective since August 16, 2016.
