This Law applies to organizations and individuals involved in measurement activities in Vietnam.

The operating principle of measurement
1. Measures to ensure the consistency and accuracy.
2. The measure must:
a) Transparency, objectivity and accuracy; fairness between the parties to the purchase and payment of goods and provision of services;
b) Safety and protection of public health, environmental protection;
c) Advantages for commercial transactions in domestic and international;
d) protect the rights and legitimate interests of organizations and individuals involved in measurement activities;
e) In accordance with international practice;
e) To respect the agreement of the parties in measurement activities on the basis of ensuring compliance with the provisions of this Law and other provisions of relevant laws.
