Article 1. Scope of regulation
This Circular guides routes of transportation and pairs of Vietnam’s border gates used for transportation of goods in transit through the Vietnamese territory.
In case treaties relating to transit of goods to which the Socialist Republic of Vietnam is a contracting party otherwise provide, such treaties prevail.
Article 2. Subjects of application
This Circular applies to organizations and individuals involved in the transportation of goods in transit between Vietnam and foreign countries.
