Conditions for establishment of CFSs

|
The site for establishment of the CFS shall be establised in:

Areas adjacent to civil international airports, ports of import/export of inland goods (inland customs deport), inland border checkpoints, international inter-modal rail terminals.

Industrial parks, hi-tech zones, export-processing zones.

|
Enterprises must have registered business lines such as forwarding, carriage of exports or imports, warehouses or storage facilities.
|

|
Container freight station must cover a minimum area of 1,000 m2, exclusive of yards and auxiliary facilities.
|
4
|
Meet the working standards of customs authorities, including main office, commodity inspection area, and equipment (screening machine, etc.) installation area and exhibit warehouse.
|

|
Warehouses or storage yards must have fences or walls to keep them separated from surrounding areas and must be equipped with surveillance cameras which meet the standards set by customs authorities.

|
Goods entering, leaving the depot area must be monitored by a computer system connected with the supervision system of the customs authority.

Process Steps
Step 1
Submit the dossier
|
The enterprise shall submit the dossier under the provisions of Clause 2, Article 89 of Decree 08/2015/ND-CP dated January 21, 2015 to Provincial/City Customs Department
|
Step 2
Receive, verify and submit the dossier to the General Department of Customs
|
The Department shall conduct examination of the dossier, physical examination of the depot area. If the prescribed conditions are satisfactorily fulfilled, it shall make a report and submit to the General Department of Customs for approval of establishment.

Step 3
Approval for establishment.
|
The Director of the General Department of Customs shall issue an approval for establishment of the CFS or give a written reply to the enterprise if the enterprise fails to meet all prescribed requirements.
