Circular No. 45/2013/TT-BCT promulgates the nomenclature of industrial explosives permitted for production, trading, and use in Vietnam; stipulates procedures of supplementary registration for new industrial explosives to be put into the list of industrial explosives.

The Circular applies to the organizations and individuals that join in the research, manufacturing, and trading of industrial explosives.

According to this Circular, the industrial explosives subject to the list of industrial explosives shall be deleted if they fail to be manufactured or imported within two successive years ever since the declaration of this list. In need of manufacturing or importing these products again, the manufacturers or importers must complete supplementary registration as they do for new products.

Attached to this Circular are eight appendices as follows:

• Nomenclature of industrial explosives allowed for production, trading, and use in Vietnam;
• Registration form for new industrial explosives;
• Evaluation form for industrial explosives project/product;
• Minutes form for scientific and technological council meeting;
• Minutes form for industrial explosives experiment;
• Decision form for trial production and import of new industrial explosives permitted;
• Regular report form for production, import, and use of industrial explosives; and
• Regular report form for industrial explosives (concerning General Department of Defense Industry).

This Circular becomes effective since March 6, 2014 and annuls Decision No. 03/2006/QD-BCN dated March 14, 2006 of the Minister of Industry on the promulgation of the Nomenclature of Industrial Explosives.
