Circular No. 28/2013/TT-BKHCN stipulates state inspection on measurement, including:

• Inspection on means and methods of measurement, quantity of parcel cargo for import, in production, on market or in use;
• Inspection of testing and gauging means of measurement, and of measurement standards;
• Inspection on means of measurement, measurement standards, radiation and nuclear measurement method; inspection of testing and gauging means of measurement, and of radiation and nuclear measurement standards; and inspection on specialized measurements regarding security and national defense specified at other legal documents.

This Circular applies to inspection implementing bodies; organizations and individuals that import, manufacture and market means of measurement and parcel cargo, and that use means of measurement and conduct measurement method; organizations that are nominated to maintain national standards, that provide services of testing and gauging means of measurement, and of measurement standards; and so on.

According to the Circular, the state inspection on measurement can be deployed on an either regular or irregular basis depending on specific cases.

• Registration for state inspection on measurement;
• Receipt of dossier to register state inspection on measurement;
• Notice of results of state inspection on measurement;
• Decision on state inspection on measurement;
• Minutes of state inspection on measurement;
• Notice of temporarily stopping unsuitable measurement activities;
• Notice of continual implementation of measurement;
• Minutes of seal;
• Stamp of seal;
• Notice to mass media bodies;
• Minutes of administrative violation of measurement.

This Circular becomes effective since June 1, 2014 and annuls Decision No. 31/2002/QD-BKHCNMT dated May  17, 2002 of Minister of Science, Technology and Environment (today’s Minister of Science and Technology) on the promulgation of “Regulation on measurement for measurement methods in retail trading.”
