The Circular applies to agencies, organizations, and individuals concerning the certification and announcement of regulation conformity for products and goods under the control of MOLISA.

The regulation conformity assessment method depends on particular categories of products and goods defined at the Ministry’s respective technical regulation.

Pursuant to this Circular, shape, size, and color of the regulation conformity sign (CR) are also clarified.

Concurrently, the agencies entitled to undertake regulation conformity certification must be legally established and eligible to operate in this field; meet national and international standards and international instructions of management and operation; employ at least 5 experts as regular staff; and satisfy necessary professional material and technical conditions.

Attached to the Circular is appendices No. 1-9, which are named as forms relating to regulation conformity certification.

This Circular comes into effect from February 11, 2013.
