This Circular provide the detail implementation of the import, manage, use and destruction of samples of narcotics, precursors, addictive drugs and psychotropic medicines (collectively, the drug form) for the purpose of defense and security under the provisions of Decree No. 45/2009 / ND-CP of May 13, 2009 of the Government guiding the import, sampling, management and use of samples of drugs, precursors , addictive drugs and psychotropic medicines for the purpose of national defense and security.
This Circular applies to agencies, units, organizations and individuals involved in the import, manage, use and destruction of drug samples, for the purpose of national defense and security.
