Subjects of application: State agencies, organizations, households and individuals at home, overseas Vietnamese, foreign organizations and individuals that conduct activities related to management of endangered, precious and rare forest plants and animals in the Vietnamese territory defined in this Decree.

Where treaties which the Socialist Republic of Vietnam has signed or acceded to contain provisions different from those of this Decree, the provisions of such treaties shall apply.
